Bantay Bayan was a youth-led social accountability and legal assistance program that aimed to ensure that Local Government Units (LGUs) practiced good governance amid the COVID-19 crisis. When it was implemented in 2020, Bantay Bayan gathered over 1000 volunteers nationwide.
The Boses ng Masa online survey was guided by the main research question: How can citizens better participate in the development and implementation of COVID-19 government response in order to promote good governance at the LGU level?
